"It belongs to us to govern the territory we have conquered." Kelley presents and endorses the petition of Louisiana Negroes who ask "only for what the fathers of our country intended they should enjoy. . . Under the Articles of Confederation, and at the time of the adoption of the Constitution of the United States, and long subsequent thereto, the free colored man was with their consent a citizen and a voter.
