Hunter Blair published this edition of the Psalms in 1823 in various formats, including one at 16 cm. with J. Bruce, a 12mo, with J. Bruce, but I could not find one this size in OCLC. One listing in OCLC gives Alexander Duff (1806 - 1878) as the author, who would thus have been 17 when this version was published!
