This unpublished and previously unknown address supports the ratification of the Federal Constitution. It was delivered at a meeting of an unidentified society in Huntingdon County (curiously misspelled "Huntington"), possibly by Benjamin Elliot, the county's sole representative at the Pennsylvania ratifying convention, which met in Philadelphia in December 1787. On December 12, 1787, the Pennsylvania convention ratified the proposed Constitution by a vote of 46 to 23, becoming the second state, and first large state, to ratify it. The minority of the Pennsylvania convention opposed to the Constitution issued what became known as the Dissent of the Pennsylvania Minority. This report condemned the absence of a declaration of individual rights in the Constitution (later addressed by the Bill of Rights) and played an important role in subsequent debates in other states. This speech seems more directed toward delegates in other states, especially Virginia and New York, than to the residents of Huntingdon. Although Pennsylvania had ratified the Constitution six months earlier, the summer of 1788 was a critical time in the ratification process. By the end of May, only eight states had ratified the Constitution, so it had not yet taken effect. The large states of New York and Virginia had not yet ratified the document, and their acceptance was vital to the success of the new nation. On June 21, New Hampshire became the ninth state to ratify, meeting the requirement of the Constitution that at least two-thirds of the states ratify it. Virginia followed four days later, and on July 26, 1788, a closely divided New York convention also ratified the Constitution.Although the author of this address cannot be positively identified, Benjamin Elliot, Huntingdon County's only representative at the Pennsylvania ratifying convention, seems to be a likely candidate. He voted in favor of adoption and became the Huntingdon County sheriff and lieutenant.The oration begins by arguing for a state capital more centrally located than Philadelphia and defending the rights of the (then) western counties against "the corner" of the state that included Philadelphia. (In 1812, the state capital was moved westward to Harrisburg).Most of the speech is a passionate endorsement of ratification, aimed particularly at refuting the positions of the Anti-Federalist opponents of the Constitution. In response to the call for a formal Bill of Rights as part of the Constitution, the orator argues that "the people will be the Sovereign's of their Rulers, and hold all their Rights in their own hands. To own that they hold them at the Mercy of their Servants, would be beneath the Dignity of freemen." To those calling for an entirely new charter, the author points to the ability to amend the proposed Constitution: "if this Constitution Should be adopted, and by Experience found Defective, there is a Constitutional Door Opened for Amendments, the Seeds of Reformation are Sown in the Work." He also underlines the precarious position of the Union as defined by the Articles of Confederation: "there is no alternative between the Adoption of this Constitution, and Anarchy, we are tottering upon the Very Brink of it at this Moment."Contemporary manuscripts recording the debate over the ratification of the Constitution are very scarce.Historical BackgroundPennsylvania was among the most divided of the states in the United States.
