Even with a major new effort of multilateral cooperation, the bulk of industrialized and OPEC country aid efforts will continue to be thorough bilateral and regional channels. It would be useful to have a forum in which the industrialized and OPEC countries could exchange information and discuss aid policy questions, including aid levels and terms, types of projects to be supported, and distribution among recipient countries. Possible forums to be considered for this purpose are the new IMF/IBRD Development Committee, which includes recipient developing countries and the Development Assistance Committee (DAC) of the OECE. Special emphasis should be placed on the desirability of including the Soviet Union in Multilateral Development efforts, not only in the interest of detente and global solidarity, but because the Soviet Union has substantial economic capabilities and has benefited from the increase in raw material prices. Full Soviet membership in the Fund and Bank system seems unlikely in the near future, but the U.S.S.R. should certainly be invited to participate in the interest subsidy for the $3 billion fund in the World Bank's "Third Window," or in some parallel UN effort whose activities could be coordinated with those of the World Bank Group. During the cold war era, the Soviet Union remained outside of multilateral development efforts. In a new era concerned with global survival, every effort Should be made to include it. The Trilateral Commission is a non-governmental discussion group founded by David Rockefeller in July 1973 to foster closer cooperation between Japan, Western Europe and North America. The Trilateral Commission was formed in 1973 by private citizens of Japan, North American nations (the U.S. and Canada), and Western European nations to foster substantive political and economic dialogue across the world. The idea of the Commission was developed in the early 1970s, a time of considerable discord among the United States and its allies in Western Europe, Japan, and Canada. To quote its founding declaration: "Growing interdependence is a fact of life of the contemporary world. It transcends and influences national systems. While it is important to develop greater cooperation among all the countries of the world, Japan, Western Europe, and North America, in view of their great weight in the world economy and their massive relations with one another, bear a special responsibility for developing effective cooperation, both in their own interests and in those of the rest of the world." "To be effective in meeting common problems, Japan, Western Europe, and North America will have to consult and cooperate more closely, on the basis of equality, to develop and carry out coordinated policies on matters affecting their common interests. refrain from unilateral actions incompatible with their interdependence and from actions detrimental to other regions.
