Congressman from Maryland during the War, and the organizer of the 7th Maryland Regiment, of which he served as a Colonel. The Letter ends in the middle of the third page. The rest of the document is taken up with signatures and brief remarks of officers in the chain of command. These include a partially printed document signed by Major General Meade.
