Der Zentralstaat Frankreich setzte die Souveränität zuerst des Königs, dann des Volkes modellhaft um. Im föderalistisch strukturierten Deutschland begründete sie eine Pluralität von Staaten. Die kolonialen Imperien stützten dank der Souveränität ihre Herrschaft über außereuropäische Territorien, während das Konzept in Europa das Nebeneinander von Nationalstaaten legitimierte.
