Perry's expedition visited Simoda (Shimoda) in April-May 1854, his squadron can be seen at anchor in the harbour. Heine's composition records interaction between members of the expedition and the local population. "Vandalia" Bluff, was named for one of Perry's squadron, hinting at the gunboat diplomacy employed to gain access to Japanese ports. The sloop Vandalia was present at Commodore Perry's entrance into Tokyo Bay on 13 February 1854, and in 1855 was employed to protect American interests in China during the Taiping Rebellion.

In March 1854, Perry had won access to the Japanese ports of Shimoda and Hakodate for American vessels, with the sigining of the Kanagawa Treaty, effectively beginning a process of opening Japan to the West. This fine lithograph is particularly appealing for the depiction of two cultures amiably interacting (despite Perry's gunboat diplomacy) with the charming added detail of a dog pausing on its way.
