Despite this, however, neither the Government of Uganda (GoU), nor the United Nations High Commissioner for Refugees (UNHCR) (which is the principal agency mandated by the United Nations to deal with refugees issues) had any one concrete document profiling the influx of refugees in Uganda for that decade. This Book, therefore, has been written basing on a study which was specifically carried out to fill that vacuum. The Book enriches the reader with empirical facts pertaining to the influx of refugees in Uganda and the role that the GoU and UNHCR played in assisting them between 2000 and 2009.
