An analysis of relevant actors and stakeholders is necessary to facilitate understanding of the international involvement while the Conflict Tree tool is used to visualize roots and effects of the difficult situation. Also the relevance of Track I and II approaches during the peacebuilding process and its effects on the conflict dynamics are discussed. Failures made by organizations during and after the Tsunami can be seen as the last straw to a non-reversible critical stance towards international engagement in Sri Lanka. Some of the main flaws will be discussed in detail, as well as organizational tactics to cope with the difficult situation caused by the flawed Tsunami aid response. As a conclusion, there will be a short needs analysis for changes in organizational practices.

Durch den Vergleich von Textmaterial aus den 80er Jahren mit neuerer Literatur wird deutlich, dass durch innere und äußere Einflüsse Veränderungsprozesse in Gang gesetzt wurden, die massive Auswirkungen auf verschiedene Aspekte des Lebens der Bevölkerung von Helambu haben, beispielsweise in Hinblick auf die Ökonomie. Faktoren wie der Einfluss westlicher Gesellschaften durch Tourismus, der Ausbau der Infrastruktur und die temporäre oder langfristige Migration vieler Einheimischer im Gegensatz zu einer relativen Abgeschlossenheit der Region noch vor einigen Jahrzehnten sowie eine neue Gesetzeslage in Bezug auf Erbregelungen haben im Leben der BewohnerInnen von Helambu jene Veränderungen bewirkt, auf die ich in meiner Analyse eingehen möchte.

Da noch immer gravierende Lücken und Grauzonen im internationalen Recht vorhanden sind, sollen Verantwortungsbereiche von UN-Organen aufgezeigt, vorhandene Rechtsdokumente vorgestellt und analysiert, sowie Lösungsansätze diskutiert werden. Die Diskussion der gegenwärtigen Relevanz staatlicher Souveränität und Möglichkeiten für humanitäre Intervention sind ein zentrales Thema dieser Arbeit. Ziel ist es herauszufinden, welche UN-Organe eine Überarbeitung ihrer Verantwortungsbereiche anstreben sollten und wie diese konkret umgesetzt werden können. Es werden Sichtweisen aus Migrationsanthropologie, International Relations und Organisationsanthropologie gegenübergestellt, um die Veränderungspotentiale des UN-Schutzsystems für Internally Displaced Persons aufzuzeigen.This thesis aims to create a general survey of the contemporary UN protection system for internally displaced persons. As there are still serious gaps and grey areas in international law, a discussion about areas of responsibility of UN organizations as well as the analysis of existing legal documents for the protection of internally displaced persons are of prime importance. Also discussions about the actual justification of sovereignty and possibilities for humanitarian intervention are a central topic of this thesis. It is questioned which UN organizations should rethink their areas of responsibility. Perspectives from anthropology of migration, the field of International Relations and anthropology of organizations are opposed for demonstrating how to implement changes in the current UN system for the protection of internally displaced persons.

Die Diskussion der gegenwärtigen Relevanz staatlicher Souveränität und Möglichkeiten für humanitäre Intervention sind ein zentrales Thema dieser Arbeit. Ziel ist es herauszufinden, welche UN-Organe eine Überarbeitung ihrer Verantwortungsbereiche anstreben sollten und wie diese konkret umgesetzt werden können. Es werden Sichtweisen aus Migrationsanthropologie, International Relations und Organisationsanthropologie gegenübergestellt, um die Veränderungspotentiale des UN-Schutzsystems für Internally Displaced Persons aufzuzeigen.This thesis aims to create a general survey of the contemporary UN protection system for internally displaced persons. As there are still serious gaps and grey areas in international law, a discussion about areas of responsibility of UN organizations as well as the analysis of existing legal documents for the protection of internally displaced persons are of prime importance. Also discussions about the actual justification of sovereignty and possibilities for humanitarian intervention are a central topic of this thesis. It is questioned which UN organizations should rethink their areas of responsibility. Perspectives from anthropology of migration, the field of International Relations and anthropology of organizations are opposed for demonstrating how to implement changes in the current UN system for the protection of internally displaced persons. 60 pp. Deutsch.
