His position as Secretary of State, and his collaboration with his friend, Kentucky geologist Nathaniel Southgate Shaler, provided the impetus for the construction of 14 Locks and Dams. But when in the 1930's Congress began requiring intense economic analysis of proposed projects, it was determined that the costs had not justified the disappointing results.…
