Paperback. Etat : New. Print on Demand. This book explores the adoption of the Commission Manager Plan by the city of Sumter, South Carolina in 1912. Elections for both a general Commission and a City Manager Plan were held, with residents ultimately voting three to one in favor of the latter. The City Manager Plan provided for a single, high-salaried manager with specialized expertise, while the Commissioners were to act solely as representatives. At the time, this model was novel and reflected a desire for a permanent professional administrator and a clear separation of executive and legislative powers. The text also includes the Act that regulated the holding of such elections in South Carolina, and discusses the general benefits and drawbacks of such a government structure, making it a valuable resource for those interested in local government and administrative history. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format.
