Several illustrations show the dwellings, dress, diet, and social life of rural Ecuador. Saenz was the undersecretary for public education in Mexico and made influential reforms (inspired largely by his teacher and mentor at Columbia University, John Dewey) including the expansion of secondary schools to rural areas. Also influenced by indigenismo, Saenz sought ways to incorporate elements of indigenous cultures into the state-backed official culture. His tenure at the Secretariat for Public Education ended in 1930, after which he received a diplomatic post in Lima where he died in 1941.

Commissioned by the Mexican Secretariat for Education, the study was completed with assistance from major Peruvian indigenista intellectuals such as Jose Antonio Encinas and Luis E. Valcárcel. Soon after the publication of this book, Saenz assumed a diplomatic post with the Mexican government in Lima.
