From dust jacket: Strategic bombing, the most terrifying and controversial operation of war, was put forward in 1917 - 18 as the main justification for setting up the RAF. William Weir, along with Smuts and Churchill, was among the most forceful of its founders. As Secretary of State for Air in 1918, Weir coerced Trenchard, much against his will, into becoming the Father of the Royal Air Force. A few years later, when peace-time warfare between the Services as at its height, Weir was called upon to fight off Lord Beatty, First Sea Lord, whose demand for an Admiralty-controlled Fleet Air Arm would have shattered the RAF. From 1935 to 1938 he was closely associated with every aspect of the Government's plan for war, and his work with Lord Swinton at the Air Ministry unquestionably laid the foundations of the Air Force of the Second World War. This, as Lord Chandos says in his Introduction, was just one example of Weir's successes, and the book includes many others. From 1915, when Lloyd George summoned him from his Glasgow engineering works to form the Ministry of Munitions, until 1938 Weir was never far from the centre of affairs, though never conspicuous to the public eye. Every Government sought his advice, many Governments took it. Amongst his achievements are the plan for a national electricity grid (based on a conception of the public corporation which was as starling then as it is widely accepted now), the foundation of the beet sugar industry, the Cunard-White Star merger (leading directly to the Queen liners), and the idea of a shadow armaments industry, made ready a peace against the demands of war. This book, based mainly on Weir's private papers, is an attempt to assess his contribution to national affairs, and at the same time to contribute to the revision of opinion about inter-war Britain which is at present going on.
