Since the focus on educational reforms is in the light of the document Learning Without Burden (1993) its main recommendations with their evaluation by the group constituted by the MHRD are incorporated for ready reference of the readers. The main characteristics of this publication is to provide a broad Framework for the Try Out of the curriculum at the grass roots level an element missing in NFC 2005. This work also incorporates the constitution and functions of the reconstituted Central Advisory Board of Education CABE (2004) the highest advisory body in education. Etat : Neu. nach der Bestellung gedruckt Neuware - Printed after ordering - In spite of all financial input and training from1998 until 2006, teachers still experience manydifficulties in interpreting Outcomes Based Education(OBE)/Curriculum 2005 (C2005) guidelines andtranslating them into classroom in South Africa. Teachers state that the change to OBE/C2005 waspoorly financed; it was rushed and had littletraining and resources. The most important recommendations that are made are:Besides accreditation, the DoE should consideradopting a collaborative quality culture and qualityassurance systems in the further development ofC2005, allocating more money for transformation, training more personnel and supporting them. The DoEshould adopt elements of established qualityassurance systems such as the TQM and ISO 9000 intoall planning and development of C2005. Theserecommendations are part of a quality assuranceframework that is proposed for C2005 in its latestform as National Curriculum Statement (NCS).The study is a must read for researchers, educationists, education administrators, teachers andthe general reader who is interested in OutcomesBased Education (OBE), Curriculum Development inSouth Africa in particular and in general.
